Kegiatan proses penghentian tanur/kiln pada industri semen merupakan
pekerjaan non rutin dengan tingkat risiko tinggi karena melibatkan berbagai
aktivitas pekerjaan. Kondisi kerja yang dinamis menyebabkan potensi bahaya dapat
berubah sewaktu-waktu, sehingga diperlukan penerapan Dynamic Risk Assessment
(DRA) sebagai upaya pengendalian risiko secara berkelanjutan. Penelitian ini
bertujuan untuk menganalisis penerapan Dynamic Risk Assessment (DRA) pada
kegiatan kiln shut down di Departemen Produksi PT Indocement Tunggal Prakarsa
berdasarkan proses manajemen risiko ISO 31000:2018. Ruang lingkup penelitian
meliputi penilaian risiko yang terdiri dari identifikasi risiko, analisis risiko, evaluasi
risiko serta pengendalian risiko berdasarkan hirarki pengendalian risiko.
Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan
deskriptif dan desain studi kasus. Pengumpulan data dilakukan melalui wawancara
mendalam, observasi partisipatif pasif, dan dokumentasi. Informan penelitian
berjumlah 8 orang.
Hasil penelitian menunjukkan bahwa penerapan DRA pada kegiatan kiln
shut down secara umum telah berjalan cukup baik dan didukung oleh prosedur
keselamatan kerja seperti Job Safety Analysis (JSA), Permit to Work (PTW), dan
form DRA. Namun, pelaksanaan DRA belum optimal sepenuhnya karena masih
ditemukan ketidaksesuaian antara prosedur dan kondisi nyata di lapangan, seperti
pencatatan DRA yang belum konsisten, adanya unsafe action dan unsafe condition
yang tidak tercatat, serta belum adanya evaluasi risiko yang dilakukan secara
berkala.
Kesimpulan penelitian ini menunjukkan bahwa penerapan Dynamic Risk
Assessment (DRA) pada kegiatan kiln shut down di Departemen Produksi PT
Indocement Tunggal Prakarsa telah dilaksanakan, tetapi belum optimal
sepenuhnya. Oleh karena itu, diperlukan inspeksi berkelanjutan, peningkatan
konsistensi pencatatan DRA, serta evaluasi risiko secara berkala untuk
meningkatkan efektivitas pengendalian risiko di lingkungan kerja

Kiln shutdown activities in the cement industry are non-routine, high-risk
activities involving various work activities. Dynamic working conditions mean
potential hazards can change at any time, necessitating the implementation of
Dynamic Risk Assessment (DRA) as a continuous risk control measure. This study
aims to analyze the application of Dynamic Risk Assessment (DRA) to kiln
shutdown activities in the Production Department of PT Indocement Tunggal
Prakarsa, based on the ISO 31000:2018 risk management process. The scope of the
study includes risk assessment, including risk identification, risk analysis, risk
evaluation, and risk control based on the risk control hierarchy.
This study employed a qualitative research method with a descriptive
approach and a case study design. Data collection was conducted through in-depth
interviews, passive participant observation, and documentation. Eight informants
participated in the study.
The results indicate that the implementation of DRA in kiln shutdown
activities has generally been quite successful and is supported by occupational
safety procedures such as Job Safety Analysis (JSA), Permit to Work (PTW), and
DRA forms. However, DRA implementation has not been fully optimized due to
discrepancies between procedures and actual conditions in the field, such as
inconsistent DRA recording, unrecorded unsafe actions and unsafe conditions, and
the lack of regular risk evaluations.
This study concludes that the implementation of Dynamic Risk Assessment
(DRA) for kiln shut-down activities in the Production Department of PT Indocement
Tunggal Prakarsa has been implemented, but is not fully optimal. Therefore,
ongoing inspections, increased consistency in DRA recording, and regular risk
evaluations are needed to improve the effectiveness of risk control in the workplace.
