Program Makan Bergizi Gratis (MBG) merupakan kebijakan pemerintah yang bertujuan
meningkatkan status gizi dan kualitas sumber daya manusia pada kelompok anak
sekolah. Dalam pelaksanaannya, Program MBG di Kota Bogor masih menghadapi
berbagai tantangan, salah satunya isu keamanan pangan yang ditandai dengan kasus
keracunan makanan. Penelitian ini bertujuan menganalisis implementasi Program MBG
pada kelompok anak sekolah di Kota Bogor berdasarkan teori implementasi kebijakan
George C. Edward III. Penelitian ini menggunakan metode kualitatif deskriptif.
Pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan telaah
dokumen. Informan penelitian terdiri atas informan kunci dari KPPG, Dinas Kesehatan,
Dinas Pendidikan, serta informan inti dari SPPG, puskesmas, dan sekolah. Analisis data
dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil
penelitian menunjukkan bahwa komunikasi antar pelaksana telah berlangsung secara
berjenjang dan relatif jelas, tetapi konsistensi penyampaian informasi teknis masih
memerlukan penyesuaian di lapangan. Pada aspek sumber daya, ditemukan keterbatasan
jumlah dan pelatihan kompetensi SDM secara berkelanjutan. Disposisi pelaksana
menunjukkan komitmen yang baik terhadap keberlangsungan program, sementara pada
aspek struktur birokrasi pembagian peran antarinstansi telah berjalan, tetapi standarisasi
prosedur operasional di tingkat pelaksana masih belum optimal. Kesimpulan bahwa
implementasi Program MBG di Kota Bogor telah berjalan, tetapi belum optimal.
Hambatan utama terletak pada aspek sumber daya. saran diperlukan penguatan
pengawasan, peningkatan kapasitas pelaksana, dan evaluasi berkala untuk
meningkatkan efektivitas pelaksanaan program.

The Free Nutritious Meal Program (MBG) is a government policy aimed at improving
the nutritional status and quality of human resources among school children. In its
implementation, the MBG Program in Bogor City still faces various challenges, one of
which is the issue of food safety characterized by cases of food poisoning. This study
aims to analyze the implementation of the MBG Program among school children in
Bogor City based on George C. Edward III's policy implementation theory. This study
uses a qualitative descriptive method. Data collection was conducted through in-depth
interviews, observations, and document reviews. Research informants consisted of key
informants from the KPPG (National Education and Training Center), the Health
Office, the Education Office, as well as key informants from the SPPG (National
Health Service Center), community health centers, and schools. Data analysis was
conducted through data reduction, data presentation, and drawing conclusions. The
results of the study indicate that communication between implementers has taken place
in a hierarchical and relatively clear manner, but the consistency of technical
information still requires adjustment in the field. In terms of resources, there were
limitations in the amount of training and ongoing human resource competencies. The
implementer's disposition shows a good commitment to the sustainability of the
program, while in terms of administrative structure, the division of roles between
agencies has been implemented, but standardization of operational procedures at the
implementer level is still not optimal. In conclusion, the implementation of the MBG
Program in Bogor City has been ongoing, but not yet optimal. The main obstacle lies
in resources. Suggestions include the need for monitoring, capacity building for
implementers, and regular evaluation to improve the effectiveness of program
implementation.
