Higher Order Thinking Skills (HOTS) have been implemented in Indonesia as a
part of the 21st-century learning facing the industrial revolution 4.0. The
implementation of HOTS is also fully supported by the Minister of Education and
culture considering that critical thinking skills are very important to facilitate
students in problem-solving and making decisions. In implementing HOTS-based
assignments, teachers will be faced with certain challenges and also find some
solutions. Therefore, the purpose of this research is to find out more about the
challenges of high school English teachers in making HOTS-based assignments and
what solutions teachers can take to deal with these challenges. This study will
explore deeper information regarding the challenges of teachers in making HOTS
based assignments and solutions that can be done to face these challenges by
involving three English teachers in two high schools in west Bogor. The method
used in this research is a qualitative case study with data collection instruments in
the form of questionnaires and interviews. The results of this study revealed that
teachers faced some challenges in constructing HOTS-Based assignments such as
limited teachers' knowledge, limited teacher preparation, and limited student
abilities found solutions to face these challenges such as increasing teacher
knowledge, increasing teacher preparation, and increasing student ability. It is
suggested that English teachers should develop positive awareness about the
importance of designing HOTS-based assignments to improve the quality of the
English learning process in high school.
